You have a legal duty to report this to the police under section 54 of the sexual offences act: (1) (a) A person who has knowledge that a sexual offence has been committed against a child must report such knowledge immediately to a police official. (1) (b) A person who fails to report such knowledge as contemplated in paragraph (a) , is guilty of an offence and is liable on conviction to a fine or to imprisonment for a period not exceeding five years or to both a fine and such imprisonment.

After dealing with a partner who was sexually abused by his uncle and never dealt with it, it ended in disaster. Get her into counseling immediately so she can heal and have a successful life.

It is wise to let the parents know first they will cheated by you seeking professional help first let them do it as a family she the needs that first support from her parents

You're assuming that they will support her. There are many instances where parents don't believe allegations of abuse and that scars the child even more. I would definitely agree with getting in touch with Childline or some experts in this matter and allowing the girl some choice in how she deals with this.

after being abused as a little girl (5), not telling my parents, untill I was about 18 years, I had a big infuance on my life, You need to get your niece to speak up about it, the only way to get over it is to break the hold that puts on your life, I lived with it and felt guilty, and dirty and lost for so many years before I reallised that It was not my fault, that I was not bad and that I did not do anything wrong. My mom and dad never knew, but in my mind I always thought that they must have known. I resented them as teenager for that, Let her speak to someone profesional, and let them speak to her parents. cause all you want is someone to make it better, and to love you. Be strong girl take back your life...dont let that man steal it, You have so much to life for, Live your life to the fullest of your potensial not to the sadness that happend to you.
