Several respected electoral reform proponents did not make the cut for a supposedly independent electoral reform panel, while all three people who supported the minority finding of a ministerial advisory committee (MAC) that opposed bringing constituencies into South Africa's national electoral scheme made the cut.

Furthermore, the panel will be led by advocate Richard Sizani, a former Pan Africanist Congress of Azania (PAC) MP and civil servant. Former ANC MP and deputy minister Fatima Chohan will serve on the secretariat with a former ANC Youth League member. 

Home Affairs Minister Aaron Motsoaledi presented the proposed members of the electoral reform panel to the Portfolio Committee on Home Affairs about six months after the legislated deadline for its establishment.
